In the United States, state lotteries began in the post-World War II period, when states were able to expand their array of services without imposing especially onerous taxes on working and middle classes. Since that time, many states have adopted a \u201clottery policy,\u201d and the system is now an integral part of their budgets. Most of the money outside winnings goes back to participating states, which have complete control over how it is spent.
